Maharashtra Textile Policy 2023–28: A Golden Opportunity for New Projects
The Government of Maharashtra launched its Integrated and Sustainable Textile Policy 2023–28 on June 2, 2023. This progressive policy is aimed at promoting textile industry development by offering capital subsidies and a range of incentives to encourage investments and employment generation across the state.
🎯 Objectives of the Policy
- Balanced regional distribution of industries
- Employment generation
- Empowerment of women, SC/STs, minorities, and ex-servicemen
- Promotion of sustainable and environment-friendly practices
🗓️ Validity of the Policy
Effective from June 2, 2023 to March 31, 2028. If a new policy is not introduced by then, it may be extended by one more year.
💰 Capital Subsidy Based on Investment:

| Zone 1 | 45% | 40% | 55% or ₹250 Cr (whichever is lower) |
| Zone 2 | 40% | 35% | 50% or ₹225 Cr |
| Zone 3 | 35% | 30% | 45% or ₹200 Cr |
| Zone 4 | 30% | 25% | 40% or ₹175 Cr |
Ultra Mega Projects: Special incentive packages approved by the High-Powered Committee (HPC).
♻️ Special Incentives
- ZLD (Zero Liquid Discharge): 50% or up to ₹10 Cr subsidy
- Solar Power Projects: 20% or up to ₹4.80 Cr subsidy
- Steam Generation Plant: 50% or up to ₹1 Cr subsidy
- Women-led enterprises: Additional 5% subsidy
- Units with ≥30% SC/ST/Minority/Ex-Servicemen on board: Additional 5% subsidy
📝 Application Process
- Register on mahatextile.maharashtra.gov.in
- Fill the Business Application Form online
- Obtain a Textile Registration Number (TRN)
- Avail subsidy in two installments:
- 60% after 12 months of commercial production
- 40% after 24 months upon achieving full capacity
📑 Key Documents Required
- Detailed Project Report (DPR)
- Machinery bills and delivery challans
- Bank loan sanction letters
- Declaration of production commencement
- GST, PAN, and UDYAM registration
- ETP/ZLD certificates (if applicable)
👩🏭 Who Can Apply?
- New textile projects
- Expansion/diversification of existing projects
- MSME, Large, Mega, and Ultra Mega units
- Units in sectors like Processing, Spinning, Garmenting, Technical Textiles, and Composite Textiles
❌ Ineligible Projects
- Units classified as NPA (Non-Performing Assets)
- Cooperative spinning/weaving units with outstanding government dues
- Projects using old or refurbished machinery
